| Abstract: | The police of administering a country by virtue are a way with Chinese characteristic to modernize state administration by law, not to limit it. Turning legal culture into Chinese style is one of the most important aims of administering a country by virtue. In order to realize the society administered by law, provided for by constitution, law and virtue should be emphasized in china. |
