公共管理与规范价值

西方公共管理满足于管理 (行政 )技术层面的改革 ,强调“效率”,但对表征公共管理本质属性的“公共性”,即公共管理的价值规范作用却普遍比较忽视。这一倾向 ,在理论上已使公共管理学科本身遭遇“身份危机”和“知识危机”的双重挑战。正缘于此 ,2 0世纪七八十年代 ,一门既强调“管理性”也重视“公共性”的新学科——公共管理学崛起。

Public management and norms of value

Public Mangement has more and more been equated with “General Management” or “Business Management”; further more,the system of PM has also more and more been considered an exonomic system.However,PM is only connected with the reform of technology in adminisrtrntion,yet it quite ignores the “Public” element which symbolizes the essential attribute of PM or its normal function in value.As a result,the subject,PM itself, is faced with a double challenge of “knowledge crisis” and “identity crisis”. On this condition,therefore, a new subject——which emphasizes “Public” as well as “Management”——Public Management sprang up in 1970s and 1980s.
