论韩国公共行政民主化的过程

当今社会 ,民主已经或正在取代效率而成为公共行政的合法性基础 ,民主化成为世界公共行政改革的潮流。自 1 948年以来 ,韩国的公共行政改革一直在民主化的道路上曲折前进。从制度变迁的角度看 ,韩国的公共行政民主化在本质上属于强制性和外生式的制度变迁。国内民主力量与官僚之间的斗争 ,以及美国式民主观念与传统的儒家文化之间的斗争 ,不仅决定了韩国行政民主化的进程与特点 ,而且左右着其未来的发展

On the Course of Democratic Administration in ROK

As the legitimate foundation for public administration, democracy has replaced or is replacing efficiency and become a main trend of administrative reforms in the world of the time. And there is no exception to ROK. Since 1948, ROK has been undergoing reforms in its democratic administration with difficulty. Its democratic administration in essence belongs to a compulsive and exogenous institutional change. Therefore, its domestic contradictions between the democratic force and bureaucracy, the idea of American-type democracy and traditional Confucianism determine not only the course and features of its democratic administration, but also its future development.
