转轨时期我国期刊发展隐患凸显

当前,我国期刊发展仍保留着浓重的计划经济时代的色彩,已经难以直接面对市场,难以成为市场经营的主体。诸如期刊的转制,权力部门介入期刊,期刊品种结构不合理,地下期刊出版猖獗,入世后有关期刊发展的安全以及传承等问题日益显现。化解期刊发展中的隐患,就必须按市场规律积极探索改革,加强期刊人的教育培训,提高期刊经营者的整体素质;构建规范的市场体系,建立一个统一的大市场;通过管理创新来规避意识领域风险;善于利用市场配置期刊资源;规范转制行为,完善市场机制;建立健全法律法规,逐步完善社会主义市场经济体系。

An Analysis on China's Periodical Development of Turning Period

China's periodical development is hardly to meet the needs of market and it is hard to become the main body of managing market because of planned economy.After entering WTO,we have many problems,such as turning system of periodicals,authority's intervening and structure of unreasonable variety.Which should be solved immediately.In order to remove hidden troubles,we must reform periodicals according to market regulations,training the workers,raising the quality of the managers,building regular market system.We should make good use of periodical resources of market,perfect market mechanism and amplify,laws and regulations so as to improve socialist market economic system.
