| 摘 要： | 20世纪40年代,县临时参议会或正式参议会逐步建立,在旧有体制中如何生存与发展是县参议会迫切要解决的问题。当时的县参议会主要从三方面着手:1.积极履行政府圈定的议决权和询问权;2.多次交涉试图建立常驻机关;3.各方联系着力提升自身地位。通过一系列的活动,县参议会在当时产生了一定的影响,在一定程度上发挥了民意机关应有的作用。
