论完善政府与工会联席会议制度

作为协商民主的一项重要制度，政府与工会联席会议制度对推动深化改革、促进科学发展、构建和谐社会等起到了重要的作用，但仍然存在诸如认识水平不高、制度不健全等亟待解决的问题。健全和完善联席会议制度，一是要进一步提高对联席会议制度重要性的认识；二是要妥善处理联席会议制度与劳动关系三方协商机制的关系；三是要适时修改《工会法》和相关法律规定，增强联席会议制度的约束力；四是要进一步细化联席会议制度的具体内容；五是要完善相关的配套制度和机制，保障联席会议制度作用的充分发挥。

On the Perfection of the Legislation System of Joint Conference of Government and Trade Union

As an important system of consultative democracy, the system of joint conference of government and trade union has played an important role in promoting reform, advancing scientific development and building up harmonious society. However, there are many pressing problems which require a prompt improvement and optimization. In order to improve the joint conference system, firstly, we must raise awareness of the importance of the system. Secondly, we must properly handle the relationship be- tween it and the tripartite consultation system. Thirdly, the Trade Union Law and other relative regulations should be revised timely so as to enhance the binding force of the system. Fourthly, the content of joint conference should be detailed; and finally, the supporting mechanism improved.
