| 摘 要： | 国民经济动员除了应对战争的功能之外,还有应对突发事件的应急功能。文章在对国民经济动员的应急功能进行阐述的基础上,分析了当前国民经济动员应急功能建设中存在的问题和不足,对国民经济动员应急功能建设中的体制、预警、储备、预案等方面的建设进行了探讨。

| Abstract: | National economic mobilization has not only the function of coping with the war,but also the function of coping with the emergency.The paper analyzes the problems and the shortages of current construction of emergency functions of national economic mobilization,and discusses the construction of its system,alarm,reservation and counter plan. |
