| 摘 要： | 要振兴东北工业企业，必须减轻企业的负担，帮助其放下“包袱”轻装前进；建立区域合作框架和协调机制，推进区域一体化进程；同时，更要搞好企业文化建设。应该注意打破传统的观念，破除行为障碍，完善相关的管理制度，设定符合企业实际、符合时代需要的发展战略和目标，将企业文化建设落到实处，使企业不断发展、不断前进。

| Abstract: | The Northeast of China is the old industrial base of the country,but for the varied causes the industrial enterprises there have kept fallen behind. Now,for the purpose of stirring them to action,we must alleviate the burden of these enterprises,help them abandon the"cloth wrappers"and make them advance vigorously. Besides of this,establishing the cooperation frame and harmonization mechanism among all areas of the Northeast,making the progress of the areas' unification and improving the industrial culture of them are the important guarantees for the purpose. |
