DISCUSSION OF THE RESTRICTION ON THE VILLAGERS RIGHTS FROM THE RELATIONSHIPS BETWEEN THE TOWN GOVERNMENT AND THE VILLAGERS COMMITTEE: Taking the Administrative and the Indulged Relationships For Example

Relating to the healthy relationship between the town government and the villagers' committee, the administrative and the indulged relationships belong to the non-typical category, which are caused by many factors. The two kinds of relationships restrict villagers politically democratic right, economically independent right and other rights. In order to fully realize all villagers' rights, we should turn the two kinds of relationships into the healthy and harmonious one, the main countermeasure is to perfect the law system, deepen the town governments' reform on the administrative management system, change the manner of the party organization at basic level and enhance the rural ideology and quality.
