| 摘 要： | 应用理论分析法和文献综述法，针对现阶段我国开发区工业用地的使用现状及出让制度进行分析，探讨工业用地实行短租制的可行性；通过对短租制的历史背景及相关法律关系进行分析，并结合我国开发区用地及供地现状，从短租制的法律依据、适用范围、性质界定、租期及租金确定等角度探讨了我国开发区工业用地实行短租制的可行性与现实意义。研究分析认为，开发区工业用地实行短租制具有相应的法律依据，符合现行政策，操作灵活，在实际工作中是可行的。同时，文章对保障短租制的实施也提出了相应对策及建议。 |
