| 摘 要： | 合乎伦理规范的土地流转,是保持土地资源可持续利用的基本保证。贯彻落实党中央规范土地流转的＂三不＂政策：不得改变土地集体所有性质、不得改变土地用途、不得损害农民土地承包权益,对解决这一问题具有重要的理论及实践意义。

| Abstract: | Land diversion conforming to ethics standards is the basic indemnity for using the land resources persistently.It is of great theoretical and practical significance to implement the policy of ＂Three Prohibitions＂ of land diversion put forward by the Central Party Committee.The nature of the collective-owned land and the use of the land must not be changed and the right and the interest of the contracted land-owners or peasantry are prohibited from impairing. |
