摘    要:伴随着改革开放的脚步,尤其是近十年的超常规发展,我省高等教育基本实现了由精英教育向大众化教育的跨越。目前,我省高等教育正处于从外延发展为主转向内涵提升为主的过渡阶段。然而,一个突出的问题是许多高校人力资源配置不当,高层次人才严重短缺。这已成为制约我省高等教育乃至经济社会健康发展的一个重要因素。从深化人事制度改革,加强师资队伍建设,创建教育资源共享机制等几方面,对我省高校人力资源的开发和优化配置提出了一系列的意见和建议。

Abstract:With the pace of the reform and opening up,especially in the past 10 years of extraordinary development,the higher education in our province has basically leapt from the elite education to mass education.At present,the higher education in Henan Province is at a transitional stage with the shift from mainly extension-oriented development to the enhancing of connotation.However,a prominent problem is that many colleges and universities don't allocate their human resources properly and there is a serious shortage of high-level personnel.This has restricted the healthy development of higher education,economy and society in Henan.In response to this problem,the paper comes up with a series of comments and suggestions in terms of such aspects as deepening the reform of the personnel system,strengthening the ranks of teachers,and creating mechanisms for sharing educational resources so that human resources can be developed and their allocation can be optimized.
