中国碳减排路径之初探

随着全球气候变暖日益加剧,控制二氧化碳排放已经成为国际社会的共识。通过对碳关税和碳税等温室气体减排措施分析,借鉴国外开征碳税成功经验,作好中国开征碳税的各种准备。中国应择时开征碳税,避免碳关税的不利影响;加快实施"走出去"和外包战略;建立和完善碳排放权交易制度,充分利用清洁发展机制。

An Initial Probe into Chinese Way of Carbon Emission Reduction

With the deterioration of global warming,the common view in limiting the carbon emission has been formed.Our country should make full preparation for starting levying carbon tax by analysis of countermeasures about carbon tariff,carbon tax against emission reduction of greenhouse gases and by the use of successful experiences of carbon tax in the other countries.Chinese government should start the taxation by choosing a right time so as to avoid the harmful influence caused by the carbon tariff,and to speed up the strategy of ＂going out＂ and outsourcing.The government should also establish and perfecting carbon emissions trading system,and make full use of clean developing mechanism.
