山东省第九次党代会提出了科学发展、和谐发展、率先发展的要求.率先发展,既要求速度快,更要求质量好.工业化、城镇化和市场化的推进,使青岛农村具备了率先发展的基础条件,但同时,资源配置不合理、区域竞争加剧,也制约了青岛农村地区的率先发展.只有通过优化资源配置,形成可持续发展的农村新型经济体系、城乡一体的公共服务体系和城乡平等发展的促进机制,才能推动青岛农村率先发展,为建设富强文明和谐的新青岛贡献力量.

Promoting the Leading Development of Qingdao Countryside in Optimizing Resources Disposition

The ninth party convention of Shandong Province proposed the science development,the harmonious development and the leading development.Leading development,requests the speed to be quick,even more,the quality to be good.The industrialization,the urbanization and the marketability advancement,endowed Qingdao countryside with the foundation of leading development,but simultaneously,the unreasonable resources disposition,the intensified region competition,also have restricted the leading development of Qingdao countryside area.Only then through the optimized resources disposition to form the new rural economic system with sustainable development and promotion mechanism with equal development of city and countryside,can the leading development of Qingdao countryside be promoted further to help Qingdao become more prosperous,civilized and harmonious.
