论党风廉政建设责任制的创新意义

党风廉政建设责任制是加强党风廉政建设的制度性保证措施，其核心是围绕领导班 子和领导干部对于党风廉政建设的责任而展开实施的，在实践中已充分显示出它的积极作用 和意义。本文认为主要包括四个方面：形成了责任机制，产生了领导合力；形成了制约机制 ，产生了工作动力；形成了奖惩机制，产生了责任压力；形成了监督机制，增强了党组织的 凝聚力。

On the innovative meaning of the responsibility system of the party construction and restrict corruption

The responsibility system of the party construction and restrict corr uption is the guarantee measure that strangthen the party construction and restr ict corruption. It center on the responsibility of the party construction and re strict corruption concering the leading group and leading cadre. Its positive fu nction and meaning in practice have fully demonstrated. In this paper the author think that the responsibility system of the party construction and restrict cor ruption includes four aspects:having formed the responsibility mechanism and exe rted the leader's join forces;having formed the mechanism of restraining and eme rged the job motivation;having formed the rewards and punishments mechanism and the responsibility pressure emerged;having formed supervision mechanism and stre ngthened the cohesion of the party.
