The modern enterprise system requires that the operators of state-owned enterprises be effectively supervised.At present,the extent supervision and constraint mechanisms are not sufficiently sound.In order to establish and perfect the supervision and constraint mechanisms for the operators of state-owned enterprises, four strategies must be adopted.First,the transformation of the management system of state-owned properties should be deepened. Second, the firm governance patterns should be perfected. Third,the constraint mechanisms for the market should be established and strengthened. Lastly, various ways of supervision and management should be integrated to produce stronger effects.
