| 摘 要： | 科教兴国战略是党中央、国务院根据邓小平理论 ,实事求是为迎接 2 1世纪的激烈挑战 ,特别是邓小平同志关于科学技术是“第一生产力”的思想 ,结合世界知识经济的潮流和趋势 ,在科学分析中国国情的基础上制定的基本国策。它要求国家在社会、经济发展过程中把科技、教育放在优先发展的战略地位。它既是必由之路 ,更是富国之路
