俄罗斯发展PFE经济的障碍及其对中国农地产权改革的启示

俄罗斯发展PFE经济面临三大障碍,即私有化与所有制权能的障碍、土地股份退出障碍和农业大企业优势障碍。相应地,促进PFE发展的三个法律变革方向是:推进私有化,完善土地股份退出方法,否定大农场经济。根据俄罗斯的经验,中国农地产权制度改革的选择是:维护土地产权关系的稳定,提高其权能的充分性;完善中国家庭农场农地控制退出机制;限制农业法人对土地的兼并,维护、推动以家庭为主体的PFE的发展。构建符合中国国情的新的农地产权结构模式,中国的PFE将为中国的农村改革开辟新路。

Obstacles in the Development of PFE Economy in Russia and Its Enlightenment for the Reform of Land Property in China

The thesis discussed the goal and some legal impediments to developing the peasant farm enterprises (PFEs)in Russia.There are three directions of legal reform concerning promoting the development of the PFEs. They are to continue actualizing privatization, to abnegate large farm economy and to consummate the methods of withdrawing land shares from large agricultural enterprises. It brought forward some proposals concerning China's agricultural land property reform. We think that on the basis of new agricultural land property structure in according with China' s national conditions, our country's PFE economy could get the same prodigious development as Russia.
