| 摘 要： | 我国养老保险个人账户空账现象严重,使养老制度面临严峻挑战。总结辽宁、黑龙江、吉林等地试点工作经验,提出完善基金管理体制、制定柔性退休政策、分步骤做实个人账户并通过多样化市场运营来实现基金的保值增值等建议。

| Abstract: | The huge empty personal account has brought serious challenge to the old-age pension system.On summarizing the experiences from the pilot areas in Liaoning,Heilongjiang,Jilin and so on,this paper puts forward the proposals that the fund system be improved,a flexible policy for retirement be made,personal account be fully funded in a step-by-step manner,the value of the fund be preserved or increased by investing them into diversified capital markets. |
