| 摘 要： | 《国家中长期教育改革和发展规划纲要》中明确提出以农村教师为重点,提高中小学教师队伍整体素质的要求。新时期促进农村教师良性发展,是深化农村基础教育课程改革的深切呼唤,是促进基础教育均衡化发展和实现教育公平的重要举措,是教育服务于社会主义新农村建设的实践诉求。亦即,它是一项事关农村基础教育课程改革、基础教育均衡发展、教育公平实现和社会主义新农村建设的战略性、全局性和基础性工程。基于此,当下各级政府和教育行政部门要完善与创新农村教师长效补充机制,制定与形成农村教师学习提高保障体系,建立与健全农村教师社会保障体系,有力地促进农村教师良性发展和整体素质的提升。
