| 摘 要： | 相较内地和发达地区,边境民族地区农村人口文化程度偏低,人才匮乏,人力资源开发和人才培养的难度极大。为此,边境民族地区农村人力资源建设需要多措并举：从严格落实计划生育政策入手,将教育政策和资源向边境民族地区倾斜,对农村青壮年和成人进行职业教育,大力推广现代农业科技培训,充分发挥大学生村官和新农村建设指导员的引领作用,将劳动力转移培训和吸引人才回乡相结合。只有培养出大批有文化、懂技术、会经营、善管理的新型农民,才能为农村源源不断地提供人才和智力支持,进而持续推进新农村建设。
