党的十六届四中全会的召开,执政能力建设成为了全党全国关注的焦点。加强执政能力建设之所以如此重要而紧迫,是因为我们的党面临着严峻的考验和新的挑战。努力提高政府依法行政的水平是增强党的执政能力最直接的体现。政府要全面提高自身依法行政水平,就必须以贯彻落实行政许可法和国务院《全面推进依法行政实施纲要》为契机,抓住机遇,开拓创新,把政府依法行政工作推上一个新的台阶,从而促进党的执政能力建设。
