推进党内民主必须坚持"四个结合"

推进党内民主是一项长期复杂艰巨的系统工程，在推进党内民主方面，要认真贯彻党的十七届四中全会所作重要论述和具体规定，当前特别需要注意坚持四个结合，形成全方位推进党内民主的合力。一是坚持党内民主和人民民主柏结合，以人民民主促进党内民主；二是坚持党内领导机关民主与基层民主相结合，以基层民主带动党内民主；三是坚持制约权力与保障权利相结合，充分保障党员与党组织权利；四是坚持推进民主与加强监督相结合，营造党内民主的长效动力机制。
