基于TQM和ISO9000的高校教学质量管理新理念

理念创新是高校教学质量管理创新的先导。全面质量管理和ISO9000标准是现代企业质量管理的精华,其理念、思想和方法对高校具有重要的借鉴意义。文章结合高校实际,论述了基于TQM和ISO9000的高校教学质量管理新理念,即:以顾客为关注焦点,树立新的教育教学服务质量观;以人为本,全员参与教学质量管理;根据事实管理,充分发挥领导作用;系统集成,实行全学校、全方位教学质量管理;持续改进和创新,不断提高教学质量;预防为主,加强全过程教学质量控制。以期对改革高校传统教学质量管理观念与模式、构建适应我国高等教育大众化和国际化发展需要的教学质量保证体系等有所助益。

On the new ideas of teaching quality management based on TQM and ISO9000 in colleges and universities

The idea of innovation is the forerunner of teaching quality management innovation. Total Quality Management and ISO9000 Standards are the elite of quality management in modern enterprises, whose ideas, principles and methods have important reference value to colleages and universities .According to the reality of colleges and universities ,this article discussess the ideas of teaching quality management based on TQM and ISO9000, i.e., customer-oriented, establishing a new view of education and teaching service quality; human-oriented, all involved in the management of teaching quality; fact-based,giving full play to the roles of the leaders; system-integrated, exercising a full range of management of teaching quality; innovation-based, constantly improving teaching quality;Putting prevention in the first place, strengthening a full-process control of teaching quality. Establishment of these ideas will be of benefit to changing the tranditional ideas and modes of teaching quality management, and constructing the quality guarantee system catered to the needs of the mass and international development of Chinse higher education.
