新时期江苏沿海港口管理体制改革探析

分析了江苏沿海港口管理体制改革的历史、现状及运行中存在的主要问题,借鉴国外港口建设的经验,提出江苏沿海港口管理体制改革的模式,即打破行政区划的束缚,成立以江苏沿海港口群为基本单位的部门,用法律形式明确各管理部门职责,港口运行可尝试采用＂地主港＂模式等。

Management System Reform of Jiangsu Coastal Harbors in the New Period

Analyzing the history,status quo and main problems of management system reform in Jiangsu coastal harbors in running,this paper proposes the mode of management system reform on the basis of learning from foreign experiences in harbor construction.It holds that we should be freed from the fetters of administrative divisions and set up Jiangsu Coastal Harbor Group,a special organ devoted exclusively to the reform.Besides,we should resort to legislation and make clear the duties of managing organs at different levels,and the running of harbors can adopt the ＂landlord-port＂ model for trial.
