全面深化经济体制改革的三个着力点

全面深化改革，不但要深化经济体制改革，还要深化政治体制、文化体制、社会体制，以及生态文明体制和党的建设制度改革等。就经济体制而言，需要全面深化改革的内容也很多，例如转变政府职能，混合所有制改革，宏观调控体系和调控方式改革，财税体制改革，金融体制和资本市场改革，投资融资体制改革，等等。我国学界在讨论全面深化经济体制改革时，有三个着力点似乎讨论不多，这就是提高个人与生产要素的自由流动性；地方政府逐步淡出经济发展的主角作用；分配改革应当重视财富再分配。本文认为，应当重视这三个方面的深化改革。

Three Major Issues Concerning Comprehensively Deepening the Economic Reform

Apart from the reform of the economic system ,comprehensively deepening reform includes re-forms of political system ,cultural system ,social system ,system of ecological civilization and the system of party construction .In the reform of economic system ,many details should be considered ,such as the trans-formation of government functions ,the mixed ownership economy ,macro-regulatory system and control methods ,finance and taxation system ,financial system and capital market ,investment and financing sys-tem and so on .Three major issues have not been fully discussed in our scholarly inquiry of comprehensively deepening the economic reform ,i .e .,improving the liquidity of individuals and production factors ,local governments’ gradual retreating from governing economic development ,and an emphasis on wealth redis-tribution in distribution system reform .This paper believes that it is necessary to attach more importance to the three major issues in deepening the reform .
