地方政府政绩评估标准与经济增长质量研究

近年来，我国的经济增长取得了举世瞩目的成就，但是同时也不能忽视在环境、能源和社保等方面存在的问题。究其原因，在扭曲政绩观的影响下，有些地方政府官员为了追求政绩，过度强调GDP的增长率而忽视了当地的经济增长质量。文章利用委托代理模型说明了GDP政绩评估标准会影响我国经济的增长质量，从理论的角度探讨了我国的经济增长速度和质量问题。

Assessment Standard of Local Official and Achievements Economic Growth Quality

In recent years, our country has made a great progress in economic growth. At the same time, we cannot overlook the questions on environment, recourses, social security, etc. In the period of transition, with partial standard of official achievemerts, some local government behavior is not motivated by the local taxpayers but for the satisfaction of superior officials and political reputation, so that they have enough incentives to boost the regional economic growth solely from the perspective of GDP growth, but not to improve the economic quality. Based on a principal-agent model, this paper demon- strates the relations between the assessment standard of official achievements and economic growth quality.
