| 摘 要： | 弱势群体问题是人类社会的共同问题。我国社会性弱势群体总量庞大，制度缺陷是其产生的主要根源，深化改革，建立全国统一的公共服务体系是解决我国弱势群体问题的最主要的制度安排。
