| 摘 要： | 当前,在人民政协职能的研究中存在着一种模糊认识,没有划清其中的一些明确界限。在能然、应然、实然的统一中,人民政协履行职能的界限应当是吴邦国提出的五个不搞。坚持五个不搞,是人民政协履行职能工作必须秉持的根本原则。
