关于完善河北省农村最低生活保障制度的思考

自2002年中共十六大提出探索建立农村最低生活保障制度的要求至2005年11月底,河北省农村居民最低生活保障制度全面建立实施。几年来,农村低保覆盖面不断扩大,低保标准不断提高。本文分析了河北省农村最低生活保障制度实施的现状、存在的问题,并对如何完善这一制度、如何使真正困难的农户受益提出了建议。
