摘    要:社会管理中的突出问题是如何实现以人为本,这也是全面落实科学发展观的内在要求。本文通过对以人文本的内涵解读,提出从物质文明、政治文明、精神文明和生态文明四个方面来构建以人为本的测评体系,并根据河北省实施以人为本的过程中存在的共性问题,提出了提升河北省以人为本实现程度的对策及建议。

Abstract:The key problem in the social management is how to take people as root,which is the inner demand of carrying out the tenet of the Outlook on Scientific Development.This paper propounds the evaluation system of taking people as root in the perspectives of material,spiritual,political and ecological civilizations and in addition,as for the existing problems some suggestions and countermeasures are put forward.
