| 摘 要： | 被征地农民的政治参与是被征地农民通过参与征地程序、表达利益诉求、意图影响政府征地决策的行为。扩大被征地农民政治参与有利于维护被征地农民利益；有利于政府形成合理的利益协调机制和矛盾化解机制；有利于维护社会稳定，促进社会主义新农村的和谐建设。扩大被征地农民政治参与存在制度性障碍、组织性障碍和参与能力障碍等现实问题。扩大被征地农民的政治参与要完善政府征地程序、提高农民的组织程度和政治参与能力。

| Abstract: | Landless peasants＇ political participation means their expression of demands and sway over government＇s decision-making in the process of land requisition. The expansion of political participation for landless peasants produces manifold benefits. While landless peasants could safeguard their interests, government could form a reasonable interest coordination mechanism and a reasonable conflict resolution mechanism, maintaining social stability and promoting the construction of a new harmonious socialist countryside. However, different barriers, institutional, organizational and cerebral, pose obstacles to the expansion of landless peasants＇ political participation. To achieve the objective, government should perfect land requisition procedure, enhance landless peasants＇ awareness of united strength and their participation capacity. |
