| 摘 要： | 我国网络文化产业的政策实践过程主要蕴藏在对网络文化产业的立法进程中,主要分为三个时期：网络政策管理前期（1987～1993年）;网络政策管理初期（1994～1998年）;网络政策管理发展期（1999年至今）。与国外网络立法及政策制定相比,我国的网络立法和政策制定比较即时迅速,这对我国的网络文化产业实践带来了较为深刻的影响。

| Abstract: | The policy practice progress of the web cultural industry in our country is embodied in the law-making progress of the web cultural industry,i.e.in three different stages： the earlier stage of web policy management（from 1987 to 1993）,the primary stage of web policy management（from 1994 to 1998） and developing stage of web policy management（from 1999 to present time）.Compared with the web legislation and policy making of other countries,the web legislation and policy making of our country is timely and rapid,which leads to the profound influence on practice of the web cultural industry in our country. |
