王安石变法失败原因再探讨

发生在我国1 1世纪的王安石变法在历史上有着深远的影响。从变法派人士的分裂,即吕惠卿、曾布与王安石的交恶,以及参与变法的其他人士背离王安石初衷的角度分析可见,法令、法规诚然重要,但法令、法规是要人执行的,凡变法改革,没有变法派人士的团结一致,没有高素质的执法人才,即令有最好的法规,亦难免要被扭曲而归于失败。

Fresh research on the failure of Wang Anshi political reform

Wang Anshi political reform in the 11th century has had a profound impact on the Chinese history.This paper analyzes this reform and attributes its failure to the dissolution of the clique of reformers and the estrangement of some reformers(e.g.,Lv Huiqing and Zeng Bu) from Wang Anshi.It concludes that,important as laws and regulations are,they must be strictly enforced.In other words,laws and regulations are the necessary but not sufficient condition for the success of a reform.Without efficient law enforc...
