| 摘 要： | 2010年江苏省出台了6大类8个战略性新兴产业规划,明确界定了战略性新兴产业范围:新能源、新材料、软件和服务外包、节能环保、物联网、生物技术和新医药、新能源汽车、智能电网。但目前江苏新兴产业技术水平整体不高,产业层次偏低,高端产业、低端环节的矛盾突出,存在着产业布局不够合理的问题。从评价基准的重要性和数据的可获得性角度,本文分别运用自主技术基准、市场需求基准和产业关联基准,对江苏省既定的新能源、新材料、生物医药、节能环保、软件和服务外包、物联网等六大战略性新兴产业进行评估,得出结论:江苏省新材料、新能源、生物技术及新医药等产业自主创新能力相对较强,部分产品和技术甚至达到国际先进水平,软件和服务外包、节能环保、物联网等产业自主创新能力在国内也具有一定比较优势。由此我们认为江苏战略性新兴产业的发展在不同发展时期应明确不同发展重点。
