我国社会保障政策监控机制：困境与创新

完善社会保障政策监控机制，对实现社会保障的政策目标，保证社会保障政策正常运行和维护社会成员的社会保障权益均具有重要意义。当前我国社会保障政策监控机制存在的困境主要有：监控组织机构缺乏统一性、层次性和独立性，法制化程度低，监控有偏差，立法、司法和社会监督薄弱，监控人员专业化水平低，监控手段和监控方法单一不科学。今后需在明确监控原则，建立全方位的监控体系，推进法制建设，加强立法、司法和社会监督，明确监控目标和监控标准，加强危机预警监控等方面进行创新。

China’s monitoring mechanism of social security policy: plight and innovation

Improving the monitoring mechanism of social security policy is of great significance to the maintenance of social security rights of social members,the sustainable development of social security and the achievement of policy objectives of social security.Dilemmas that China’s monitoring mechanism of social security policy has lie in the lack of uniformity,hierarchy and independence in monitoring organizations,low degree of legalization,monitoring error,weak legislative,judicial and social supervision,low quality of monitoring personnel,single unscientific means of control and monitoring methods.We need to clarify monitoring principles,establish comprehensive monitoring system,promote legal system,strengthen legislative,judicial and social supervision,make clear monitoring targets and standards,strengthen crisis early-warning surveillance and other aspects of innovation.
