“蓝色粮仓”在我国食物生产体系中的作用及建设对策分析

近年来,我国粮食安全形势趋于复杂化,口粮安全充分保障,饲料粮进口增加带动总体粮食安全水平降低。海洋生态系统在食物供给方面的作用应引起重视。我国海洋水产业规模居世界首位,海洋水产品是居民食物的重要来源。海洋水产业发展对耕地和淡水等重要资源节约、生态环境保护方面的作用不容忽视。进入21世纪以来,我国海洋水产业发展放缓,但海洋生态系统食物供给仍有较大潜力。未来发展重点在于深水新空间利用、渔业新资源开发、生产新模式探索。优化海洋开发利用模式,强化蓝色粮仓建设,要重点在总体规划、空间优化、科技创新、政策支持、人才培养等方面加大力度,推进海洋食物生产体系可持续发展。

The Construction and Function of “Blue Granary”in China＇s Food Production System

In recent years ,China＇s grain security has been fully guaranteed ,but the overall food security tends to be complicated because of increasing feed grains imports .It is necessary to pay attention to the important role of marine food supply system ,for China has the largest scale of marine fisheries and mariculture in the world .The development of marine fisheries and mariculture is conducive to the conservation of farmland and freshwater in agriculture ,and environmental protection in land .Since the 21st century , our marine fisheries have been developing at a slow rate ,but the potential of food supply in marine ecosystems is still great .Future development should be focused on the new deepwater space utilization ,the new fishery resource development ,and the exploration of new production models .It is important for China to make efforts in overall planning ,scientific and technological innovation ,policy supporting ,and personnel training in marine fisheries and mariculture so as to promote sustainable development of the marine food supply system .
