| 摘 要： | 环境治理投入对区域经济各部门的反馈作用及内在联系是环境经济研究的最新领域也是前沿。本文基于内蒙古环境社会核算矩阵(ESAM),利用SAM乘数分析方法实证研究了环境治理投入与经济产出及结构之间的关系。结果表明:①环境治理投入对经济发展具有弱乘数效应;②环境治理投入对环境承载力的提高有正效应;③经济发展对环境自我净化能力有负效应;④第三产业乘数效应弱于第二产业,应加强产业结构优化。其结论可为地区环境政策制定及环境综合治理提供理论依据。

| Abstract: | Based on the environmental social accounting matrix （ESAM ） for Inner Mongolia ,the paper applied the multiplier analysis to study the relationship between environmental management and economic output and structure .The result indicated the followings ：①Environmental management investment has a weak multiplier effect on economic output of Inner Mongolia ;②Environmental management investment has a positive effect on enhancing the purifying capacity of nature ;③ Investment in any economic sector would weaken the purifying capacity of nature ;④The multiplier effect of the service sector of Inner Mongolia is weaker than that of its industrial sector so Inner Mongolia should opti-mize its economic structure . |
