兴边富民行动与乡村振兴战略的内在逻辑关系及有机衔接路径研究

尽管20年来我国兴边富民行动取得了引人瞩目的成就,经历了"初步探索""正式提出""发展完善""全面实施"和"全新发展"等阶段,但是目前基于乡村振兴战略背景的探讨较为缺乏,尚未有学者运用宏观视角对兴边富民行动和乡村振兴战略的内在逻辑关系及有机衔接路径加以探讨。事实上,二者有机衔接具有重要的理论逻辑与实践逻辑,不仅是中国特色社会主义的本质要求,也是以人民为中心的发展思想的重要体现,而且还是迈向共同富裕、全面建成小康社会的关键环节和补齐发展短板、坚持底线思维的必然选择。此外,二者在战略定位、时间节点、主要目标、重点任务、基本原则等方面存在一种共通性、互构性的关系。因此,应当采取相应的措施确保我国兴边富民行动和乡村振兴战略实现有机衔接。

STUDY ON THE INTERNAL LOGICAL RELATIONSHIP AND ORGANIC CONNECTION PATH BETWEEN XINGBIAN FUMING ACTION AND RURAL REVITALIZATION STRATEGY

Despite the remarkable achievements made by China’s Xingbian Fumin Action in the past 20 years, it has gone through the stages of "preliminary exploration", "formal proposal", "development and improvement", "comprehensive implementation" and "new development".However,the current discussion based on the background of rural revitalization strategy is relatively lacking,and no scholars has used a macro perspective to explore the internal logical relationship and organic connection path betweenXingbian Fumin Actionand the rural revitalization strategy.In fact, the organic connectionbetween the two have important theoretical logic and practical logic. Not only is it the essential requirement of socialism with Chinese characteristics, but also an important manifestation of the people-centered development thinking, it is also an inevitable choice for moving towards common prosperity, building a well-off society in an all-round way, complementing development shortcomings, and sticking to the bottom line thinking.In addition, there is a commonality and mutuality between the two in terms of strategic positioning, time nodes, main goals, key tasks, and basic principles. Therefore, corresponding measures should be taken to ensure the organic connection betweenXingbian Fumin Action and the rural revitalization strategy.
