| 摘 要： | 生态善治型政府建设的目标是法治、有限、服务、生态政府。遵循法治、事权与财权相匹配原则,合理划分中央、地方政府生态治理权责。把政府间生态文明建设利益纳入法律控制机制、违宪审查权力制衡轨道,并对政府生态文明建设行为进行法律规制。
