落实党风廉政建设责任制的政策取向与对策建议

主要分析了三个问题：一是党风廉政建设责任制的实践及特点，二是党风廉政建设责任制运行中的问题及成因，三是落实党风廉政建设责任制的政策取向与对策建议。分析了党风廉政建设责任制的思想内涵和理论依据，回顾了我省党风廉政建设责任制的运行情况。指出目前存在着思想认识不到位、责任追究落实难、配套制度不完善、工作进展不平衡、队伍建设不稳定等问题。解决这些问题要注意处理好五个关系，即务虚与务实、党纪与法规、纵向与横向、一般与特殊、个性与共性的关系。在落实责任制的过程中，要做到五点：一是加强宣传教育，增强全社会落实党风廉政建设责任制的参与意识和自觉性；二是要改革滞后体制，加大治本力度；三是要严格责任追究，确保责任制落实到位；四是要强化制度建设，完善监督机制；五是要加强队伍建设，为落实党风廉政建设责任制提供组织保证。

The policy orientation and countermeasure of implementing the responsibility system of the C. P. C working

Three questions have been analysed in this paper:The first one is the practice and characteristic of the responsibility system of the party construction and restrict corruption.The second one is the question and the cause of the question in the responsibility system of the party construction and restrict corruption.The third one is the policy tendency of the countermeasure of implementing the responsibility system of the C.P.C working .The article analysed the thought intension and theoretical foundation of the responsibility system of the incorruptible and intelligent construction of party conduct,some questions were pointed out.The five pieces of relation should be paid attention to during handle these questions.They are the relation between discussing principles and dealing with concrete matters relating to work,party discipline and regulations and individual character and generally.Five points should be paid attention during the process of implementing the responsibility system in this article.The first one is to strengthen the sense of participation and consciousness that the whole society implement the responsibility system of the C.P.C working.The second one is reform the backward system.The third one is to guarantec to implement the responsibility system completely.The fourth one is to strengthen the institutional improvement and perfect supervision mechanism.The last one is strengthen the team construction.
