以贸易政策促进产业结构调整

加入 WTO后 ,随着贸易干预手段的减少 ,我国产业结构调整有向劳动密集型产业集中的趋势。然而 ,在工业化中期阶段 ,我国又急需发展以装备工业为主体的资本密集型产业。为了解决这种矛盾就需要把贸易政策落实到具体产业和产品上来 ,实行以产业和产品为基础的“微型化”贸易政策 ,即对大多数产业采取自由贸易政策的同时 ,有选择地对少数产业实行适度的进口保护和出口鼓励的措施

Using Trade Policy to Enhance Industrial Structure Adjustment

After the entry into WTO, with the decreasing of trade interference measurements, we have the labor-intensive industrial concentration trend in industry pattern adjustment. Thus, at mid-stage of industrialization. It's urgent to develop the capital-intensive industry with equipment industry as its main body. In order to settle the dispute, we should implement trade policy down to the specific industry and products, and carry out the "micro-size" trade policy basing on the industry and products. Namely, as we adopt free trade policy, we can choose to carry out proper import protection and measurements of export encouragement.
