| 摘 要： | 石油是一种战略性资源，做好石油储备是保障国家安全、实现经济可持续发展的重要基础之一。然而，石油储备法律制度的基本法——《石油储备法》还未提上立法者的议事议程。基于全球资源短缺和能源危机的时代背景，我国未来制定《石油储备法》的立法基础至少应包括立法理念、法律制度、法律渊源、法律文本等内容以及相关的技术体系和实践载体，四者相互关联，缺一不可。
