左权县发展生态庄园经济的实践与思考

在推进城镇化的过程中,左权县依托移民搬迁后遗留下来的旧村旧址、耕地、＂四荒＂等资源,以多元化方式筹集社会资金,以租赁、购买土地使用权等形式集中一定规模的土地,以市场为导向,以科技为支撑,以经济效益为中心,以建设生态文明为目标,创造性地实施了生态庄园经济开发,取得了明显的经济效益、社会效益和生态效益,被上级领导和专家学者誉为山区县份发展现代农业、推进城乡一体化的创新之举。目前已在山西省59个山区县推广。

Fulfillment and Thinking on Developing Ecological Plantation Economy in Zuoquan County

With the urbanism process prolusion,Zuoquan County makes use of the old villages and sites,farmlands,＂Four Kinds Barrens＂,etc.left by emigration and movement,raises social capital in diversified way,concentrates a sizable scale of land by leasing and purchasing land use right,guided by the market,supported by science and technology,with the center of gaining maximum economic benefit and the goal of building ecological civilization,to realize creatively the ecological plantation economy development and put into the economic,social and ecological effects.The act is honored as an innovation in mountain areas to develop modern agriculture and push an integration of urban and suburban area by superiors,experts and scholar.And now,it is generalized in 59 mountain areas of Shanxi province.
