民国初年,随着国民主权意识的觉醒和帝国主义入侵的加深,国民外交运动空前高涨。在抵制二十一条的国民外交运动中,从集会、演说、以及传单的印制和散发等各个环节都体现了这次运动的社会启蒙意义,这是此起彼伏的民初国民外交运动的最丰厚的回报。
