| 摘 要： | 中国特色社会主义服务型政府建设既要遵循任何公共服务型现代政府建设规律,又要遵循中国特色社会主义服务型政府建设规律。公共服务是政府的主要职能,是现代政府的显著特征,是我国政府职能转变的主要标志,是中国特色社会主义政府的本质属性的重要体现。着力建设服务型政府,实现向服务型政府的转变,是与建设责任型政府、法治型政府、廉政型政府相匹配的重要方面。服务型政府的基本属性是研究一切服务型政府的基本理论前提,是建设服务型政府的立足点和出发点。服务型政府的基本属性应包括公共服务的宗旨性、公共服务的法治性、服务职能的确定性、服务对象的广泛性、服务权责的一致性、公共服务的公平性、公共服务的高效性等七个方面。

| Abstract: | Public-serving is the main function of modern governments. It marks the function transformation of China government to be responsible, legalized and honest. Modern public-serving government with Chinese features should include the following natures： specific goal of service, legal basis; defined functions, extensive serving scope, consistency of power and duty, justice and efficiency. These natures are not only the theoretical premise for the relative research, but also the stand point as well as the starting point for the construction of public-serving government. |
