| 摘 要： | 通过对内蒙古敖汉旗的调查发现,经济欠发达地区实行新型农村社会养老保险时,存在一个很重要的问题,就是对农民这一重要的缴费主体没有明确和细化。不少中老年农民虽然希望参加新型农村社会养老保险,但是由于其自身经济收入少,用途多,因而没有能力参加,不利于这一制度覆盖面的扩大和保障作用的完全发挥。建议建立子女代缴机制,由子女代父母参加新型农村社会养老保险缴费。

Children Pay Rural Social Pension Insurance for Parents in Undeveloped Areas：Example from Inner Mogolia |

| Abstract: | Through the investigation into Aohanqi in Inner Mogolia in China,we find that there is an important problem in the new rural social pension insurance that is it hasn＇t clarified and detailed the payers of farmers. Many elder farmers want to participate in,but little income and use requirements,make them have to give up,which is not benefit for this system to cover more and make full function of insurance. We suggest that establishing the mechanism that children replace their parents to pay for the insurance. |
