云南森林碳汇制度发展研究

摘    要:森林碳汇是指森林生态系统吸收大气中的二氧化碳并将其固定在植被或土壤中,从而减少二氧化碳在大气中的浓度的能力或过程。在气候变暖背景下,森林碳汇兼具减缓和适应气候变化的双重功能,发展森林碳汇成为应对气候变化的根本措施之一。文章分析云南发展森林碳汇的资源优势、生态优势和后发优势,就云南如何增强森林碳汇能力推动和规范森林碳汇制度建设提出对策。

Abstract:Forest carbon sinks refers to the ability or process which forest ecosystem absorbs the carbon dioxide in the air, and fixes it in vegetation or soil, resulting in the concentration reducing of carbon dioxide in the air. In the context of climate war- ming, forest carbon sinks both owns the dual function to mitigate and adapt to climate change. So, the development of forest car- bon sinks becomes one of the fundamental measures to address climate change. This article analyses the advantages in resources, ecological advantages and the late - mover advantages in the development of Yunnan forest carbon sinks, and comes up with strategies on how to promote the ability of Yunnan forest carbon sinks and how to specify the system of forest carbon sinks.
