Apparently, these problems, such as the scale of transfer payment, with which the finance for the rural public goods supplying is too small, and the local governments lack motivation of the supply of rural public goods, and the structure of the actual supply of rural public goods is unreasonable, are essentially caused by the problems in the relevant system, i.e. government officers' behavior guide mechanism, the expression mechanism of rural residents' needs for public goods and the problems in p the mode of system supply of public goods from up to down. It leads to the distortion during the implementation of the supply system of rural public goods and the government subject vacancy of rural public goods supply.
