微博问政、治理转型与“零碎社会工程”

中国“网坛”,微博崛起.由特殊国情决定,问政、议政甚至“参政”成为中国微博的一种主要功能.微博问政恰与中国所处的微观转型期相吻合,这就是“治理转型”,二者有着高度的对应重合性.如借鉴波普尔“零碎社会工程”理论,又会发现在“微博问政”、“治理转型”和“零碎社会工程”三者之间,隐然有一种内在的逻辑联系.“微博问政”、“治理转型”,是现象层面的呈现,“零碎社会工程”则是从思想高度对其给予了理论上的概括,有一定的针对性和启发意义.

Participation in State Affairs by Microblog,Social Transformation through Repairs and Piecemeal Construction

Microblog is rising in China’s Internet realm.Due to the special state condition,participation and involved in the state affairs is becoming the major function of China’s microblog.There is a coincidence between participation in the state affairs and social transformation,which is a transformation through details repairs in social problems.If borrowing Karl Popper’s thoery of Piecemeal Constraction,we would find that there is also a coincidence among the three: participation in the state affairs and social transformation through repairs are in the appearance level,and Karl Popper’s idea about piecemeal construction is a theoretical conclusion for the appearance,which is objective and inspirational in terms of further research.
